Miley Cyrus made headlines and caused quite the controversy when she was videotaped hitting a bong filled with salvia, a legal herb with hallucinogenic properties, while celebrating her 18th birthday last year.  Of the incident, Cyrus said: "It was a bad decision, because of my fans and because of what I stand for."

This year, the former Hannah Montana star made some comments while celebrating her 19th birthday that have reminded everyone of last year’s events.  While at a party at Beacher’s Madhouse the Hollywood Roosevelt Hotel, Cyrus praised a birthday cake that was decorated to look like Bob Marley, a known marijuana user. "This is amazing," she said. "You know you're a stoner when your friends make you a 'Bob Miley' cake. You know you smoke way too much f––ing weed."  The party’s host, Kelly Osbourne, responded by saying “I thought salvia was your problem, Miley.”

A video of the speech was obtained by The Daily.  Since it was a private party, Osbourne, who had the cake made for her good friend, took to Twitter to express her disappointment. She tweeted: "let me make something very clear after @MileyCyrus salvia incident we started calling her bob miley as a JOKE!"  She also wrote: "the cake was also A JOKE! it makes me sick that @MileyCyrus so called 'friends' would sell her out and lead people 2 believe she is someone that she is not!"

To further emphasize her point, Osbourne continued: "u guys if @MileyCyrus is not recording/filming/touring she is works everyday how could she possible do all that if she was a stoner!"

No official statement has been issued from Miley Cyrus yet.
